This document presents information intended to determine if Mexico and the United States have taken the actions they agreed to take in the coordinated strategy they published in February 1998 for reducing the drug threat in both countries.
Abstract
The US/Mexico Bi-National Drug Strategy specified actions that both countries agreed to take to achieve the objectives of the Declaration of Alliance Against Drugs announced by Presidents Clinton and Zedillo in May 1997 in Mexico City. The US/Mexico Performance Measures of Effectiveness (PME) lists the actions, the baseline situation, the target actions, and the measures of effectiveness for each of 16 Alliance Points to which the countries agreed. Alliance Point 1 states the goal of reducing the demand for illicit drugs through the intensification of anti-drug information and educational efforts, particularly those directed at young people, and through rehabilitative programs. Nineteen actions are planned to achieve this goal. Other Alliance Points focus on reducing the production and distribution of illegal drugs, particularly marijuana, methamphetamine, cocaine, and heroin, in both countries, and on focusing law enforcement efforts against criminal organizations and those who facilitate their operations in both countries.
