Abstract
Significantly, the rate of guilty pleas to trials has remained constant under the guidelines compared to the sentencing practice before the guidelines were implemented. The commission is committed to refining the guidelines in the years ahead to ensure that this new sentencing system realizes its full potential. The report discusses the administration of the guidelines, legal issues, guidelines, research, training and technical assistance, and sentencing guidelines for organizations.
