A BRITISH LAWYER ASSESSES THE GENERAL NATURE OF CRIMINALITY IN THE WORLD AND OFFERS SUGGESTIONS FOR MAKING CRIME PREVENTION AND INVESTIGATION MORE EFFECTIVE.
Abstract
THE AUTHOR CONCLUDES THAT INSUFFICIENT CONCERN AND COOPERATION BY THE PUBLIC ARE AMONG THE MAIN REASONS WHY CRIME IS GENERALLY ON THE RISE. HE SUGGESTS SUBSTANTIAL REWARDS FOR INFORMATION CONCERNING MAJOR CRIMES, CONTROL OVER THE PORTRAYAL OF VIOLENCE IN BOOKS AND OTHER MEDIA, AND TRAINING OF PART-TIME VOLUNTEERS IN RUDIMENTARY DEFECTIVE SKILLS. HE ALSO SUGGESTS UNIVERSAL FINGERPRINT RECORDS AND MORE EMPHASIS ON REHABILITATION OF CRIMINALS.
