This report describes the current (1986) range of corrections practices related to AIDS and discusses some of the advantages and disadvantages of each approach; in addition, basic information on AIDS; is provided (transmission, prevention, and prevalence in both general and correctional populations).
Abstract
Correctional systems' policies on AIDS are being challenged in increasing numbers of law suits. The 1986 survey results presented in this report suggest a continuing need to expand and improve education and training programs for inmates and staff, as well the development, evaluation, and refining of policies regarding antibody testing, housing, medical care, and psycho-social services. The discussion of current efforts to address AIDS correctional facilities addresses the education and training for inmates and staff; HIV antibody screening and testing; and housing policies for inmates with AID, ARC, and asymptomatic HIV seropositivity. Also discussed are medical and psycho-social care for inmates with the latter types of health conditions. The discussion of legal and legislative developments consists of the following inmate legal issues: equal protection and related issues, quality of care and related issues, failure to protect others from AIDS or HIV infection, and confidentiality and other issues. Staff legal issues as well as legislative developments are also considered. 8 figures and 63 notes
