FINDINGS AND RECOMMENDATIONS RESULTING FROM A FIELD STUDY OF STATEWIDE JAIL-UPGRADING PROGRAMS IN NEW YORK, NEW JERSEY, AND PUERTO RICO ARE REPORTED. INSTITUTIONAL LAW, REGULATIONS, AND STANDARD-ENFORCEMENT ARE EVALUATED.
Abstract
THE STUDY CONSISTED OF FOUR PHASES IN WHICH EXISTING LEGISLATION, POLICY DIRECTIVES, DESCRIPTIVE INFORMATION, AND DATA PERTAINING TO JAIL STANDARDS AND INSPECTION WERE COLLECTED AND ANALYZED, STAFF WAS SELECTED AND TRAINED, 23 LOCAL DETENTION CENTERS (ADULT AND JUVENILE) AND JAILS IN 3 JURISDICTIONS WERE VISITED AND THEIR DIRECTORS AND STAFF INTERVIEWED, AND STATE OFFICES AND LOCAL INSTITUTIONS WERE VISITED. A REPORT WAS PREPARED DOCUMENTING FINDINGS AND ANALYSIS AND CONTAINING CONCRETE SUGGESTION FOR AIDING INSTITUTIONAL PERSONNEL TO STRENGTHEN JAIL STANDARDS AND INSPECTION PROGRAMS. RECOMMENDATIONS ARE MADE SEPARATELY FOR EACH OF THE THREE STATES AND IN THESE AREAS: ORGANIZATION, ADMINISTRATION, AND POLICIES AND PROGRAMS. THEY INCLUDE SUGGESTIONS THAT THE CORRECTIONAL COMMISSION OF NEW YORK REORGANIZE AGENCY AND STAFFING PATTERNS TO EMPHASIZE CLEARINGHOUSE AND TECHNICAL ASSISTANCE FUNCTIONS COMPLEMENTARY TO JAIL INSPECTION RESPONSIBILITIES, THE NEW JERSEY BUREAU OF OPERATIONS ACTIVATE A COMMUNICATIONS PROGRAM FOR COUNTY JAIL ADMINISTRATORS, AND THE PUERTO RICAN DIVISION OF CORRECTIONS ADVOCATE SALARY INCREASES FOR PRISON GUARDS CONSISTENT WITH THEIR DUTIES AND RESPONSIBILITIES.
