Abstract
VOLUME I DEALS WITH THE PLANNING CONCEPT RELATING TO THE PROBLEM OF CRIME CONTROL AND PREVENTION AND MAKES 29 SPECIFIC RECOMMENDATIONS FOR A MORE EFFECTIVE, COORDINATED APPROACH. FOUR OF THE 29 RECOMMENDATIONS ARE SPELLED OUT AS DETAILED PROGRAMS TO BE IMPLEMENTED WITH LOCAL AND FEDERAL RESOURCES. THIS STUDY EXPLORES - THE PROBLEMS OF CRIME CONTROL AND PREVENTION IN WAYNE COUNTY (INCLUDING DETROIT), MICHIGAN, THE NEEDS AND RESOURCES OF EXISTING LAW ENFORCEMENT, JUDICIAL, CORRECTIONAL AND SOCIAL SERVICE AGENCIES, AS THEY RELATE TO THE PROBLEM, THE DESIGN OF A COMPREHENSIVE, COUNTY-WIDE PROGRAM IN THIS AREA, AND THE DEVELOPMENT OF A SYSTEM OF INTERVENTION IN THE AREA OF JUVENILE DELINQUENCY AND YOUTHFUL OFFENDERS.
