Abstract
THE REPORT PROPOSES A CLOSELY COORDINATED SYSTEM OF INTERVENTION THROUGH WHICH A REVERSAL OF THE STEADY AND TRAGIC INCREASE IN JUVENILE CRIME CAN BEGIN. IT IS BASED UPON A CAREFUL ASSESSMENT OF THE NATURE AND SCOPE OF THE JUVENILE PROBLEM IN WAYNE COUNTY, AND OFFERS A SERIES OF STEPS BY WHICH THIS PROBLEM CAN BE CONSTRUCTIVELY AND EFFECTIVELY MET. IT IS NOT MEANT TO BE EITHER EXHAUSTIVE OR TO BE A PANACEA FOR RESOLVING THE PROBLEM OF CRIME AND DELINQUENCY, IT DOES OFFER THE JUDGEMENT OF EXPERTS ON THE PROBLEM AS TO WORKABLE, FIRST STEPS WHICH THE COUNTY CAN TAKE TOWARD ITS RESOLUTION.
