EVALUATION REPORT ON A PROJECT TO INCREASE MINORITY ENROLLMENT IN THE JACKSONVILLE (FL) SHERIFF'S OFFICE FROM EIGHT PERCENT TO A FIGURE MORE COMPATIBLE WITH JACKSONVILLE'S 23 PERCENT MINORITY POPULATION.
Abstract
THE PROJECT DID ATTRACT 746 MINORITY APPLICANTS INTO THE FIRST STAGE OF THE PROCESS. OF THESE, 123 ACTUALLY PASSED THE POLICE CIVIL SERVICE TEST, AND OF THESE, 38 WERE HIRED AS POLICE OR CORRECTIONAL OFFICERS. APPLICANT TESTS WERE REVISED BY THE DEPARTMENT, AND AN ORDERED HIRING POLICY FOR QUALIFIED CANDIDATES WAS DEVISED. THIS INCLUDED HIRING QUALIFIED APPLICANTS IN GROUPS OF FOUR ONE WHITE MALE, ONE WHITE FEMALE, ONE BLACK MALE, ONE BLACK FEMALE. THE EVALUATION CRITICIZED THE PROTECT'S RECORDKEEPING PROCEDURES IN PARTICULAR.
