Abstract
This summary of conference papers is thematic, based on the elements of crime prevention: crime information, the roles of national and local governments, the police, communities and partnerships, and monitoring and implementation. The aim of this report is to provide an overview of what is being done in crime prevention and by whom, in the hope that it will generate more discussion and debate to further the development of crime prevention strategies in countries around the world. The conference included participants from Africa, the Americas, Australia, Europe, and New Zealand, who discussed common problems and solutions to the issues facing crime-prevention practitioners. Central to conference discussions was the need to break the cycles of crime and violence, with the fear of crime playing as important a role as crime itself. Victim empowerment was a resonant theme of the conference, not only in terms of entrenching human rights, but also as a contribution to crime prevention. Some of the themes emphasized were action based on an understanding of local environments, simplicity and targeted intervention, and monitoring and evaluation of efforts at all levels.
