This manual is designed to provide information and guidance to U.S. Department of Justice attorneys regarding the legal requirements for the use of wiretapping, video surveillance, and other forms of electronic surveillance.
Abstract
The guidelines explain the types of surveillance covered, the way in which authorization is requested and granted, and the application procedures. Additional explanations cover the procedures to use during the conduct of electronic surveillance, requirements for notifying certain persons who are the objects of surveillance, and the disclosure of intercepted communications. Further information covers preparation for the grand jury, pretrial proceedings, trial proceedings, criminal sanctions against illegal electronic surveillance, and the law regarding interstate extortion and criminal solicitation.
