FURTHERMORE, ON THE CHARTER FLIGHTS, PRISONERS CAN BE VISIBLY SECURED, AND SINCE MOST FLIGHTS ARE TO SMALL AIRPORTS, OR TO THE FRINGES OF COMMERCIAL AIRPORTS, IT IS POSSIBLE TO MOVE THE PRISONER WITH A MINIMAL AMOUNT OF PUBLIC ATTENTION. AS A RESULT, THE CITIZENS', AS WELL AS THE OFFICERS', EXPOSURE TO DANGER IS GREATLY REDUCED. ALSO, WITH THE COOPERATION OF THE APPREHENDING JURISDICTION, COSTS ARE KEPT AT A MINIMUM. THE JURISDICTION IS ADVISED OF THE ARRIVAL TIME AND THE JUDICIAL HEARINGS CAN BE SCHEDULED ACCORDINGLY.
