This publication presents the text and supporting materials for a bill to amend title 18 of the United States Code to establish criminal penalties for the transmission by computer of obscene matter, matter pertaining to the sexual exploitation of children, or otherwise inciting crime.
Abstract
The general effects of the dissemination of obscene materials are discussed, particularly as they relate to pedophilia and child sexual abuse and exploitation. The extent to which computers are used by pedophiles and pornographers is delineated, as are some of their specific applications of computer technology. The characteristics, motivations, and offense patterns of child molesters are described, with particular reference to the role of child pornography in their offenses. The effects of molestation and sexual exploitation on the child victim also are considered. The applicability of current communications law to computer transmission of pornographic material is discussed, and legal issues relating to the proposed legislation and its enforcement are considered.
