THE RECENT TECHNOLOGICAL ADVANCES MADE IN THE FIELD OF TELEMETRIC OBSERVATION AND CONTROL OF BEHAVIOR ARE DESCRIBED, AND LEGAL, MORAL, AND PRACTICAL ASPECTS OF THE USE OF THIS TECHNOLOGY ARE DISCUSSED.
Abstract
THE AUTHORS STATE THAT IN THE NEAR FUTURE, COMPUTER TECHNOLOGY WILL MAKE POSSIBLE THE DEVELOPMENT OF SYSTEMS FOR TELEMETERING INFORMATION FROM SENSORS IMPLANTED IN OR ON THE BODY, ALLOWING OBSERVATION AND CONTROL OF HUMAN BEHAVIOR WITHOUT ACTUAL PHYSICAL CONTACT. THE AUTHORS DESCRIBE THE DEVELOPMENTS IN THE FIELD OF TELEMETRY AND ELECTROPHYSIOLOGY AS THEY RELATE TO THE CONTROL OF HUMAN BEHAVIOR. THEY THEN ATTEMPT TO DISPEL SOME OF THE PREVALENT NOTIONS ABOUT THE EXTENT OF THE POWER AND RANGE OF THESE TECHNIQUES IN CONTROLLING HUMAN BEHAVIOR AND THOUGHT. THE APPLICATIONS OF THESE IDEAS TO PROBLEM AREAS IN PENOLOGY ARE DISCUSSED, AND THE 'ETHICAL RESERVATIONS' WHICH MIGHT IMPEDE RESEARCH IN THESE AREAS AND THE APPLICATION OF THEIR RESULTS ARE CRITICALLY EXAMINED.
