THIS POLICE TRAINING FILM DISCUSSES THE PROPER METHODS FOR USING HANDCUFFS.
Abstract
THE HANDCUFFING PROCESS SHOULD BECOME A ROUTINE FOR ALL OFFICERS AND SHOULD BEGIN WITH A SEARCH FIRST, ESPECIALLY THE BACK PART OF THE BELT, FOR CONCEALED WEAPONS. THERE ARE FOUR HANDCUFFING POSITIONS AND THEIR USE DEPENDS ON THE TYPE OF ARREST AND THE OFFICER'S JUDGMENT. IN THE FIRST POSITION, THE SUSPECT PLACES HIS FINGERTIPS ON THE HOOD OF A CAR OR WALL WITH HIS FEET SPREAD WIDE APART, WHILE THE OFFICER PUTS ONE HAND ON THE SMALL OF THE SUSPECT'S BACK. IN THE STANDING METHOD, THE SUSPECT SPREADS HIS FEET WIDE APART ALSO, WHILE HIS HANDS SHOULD BE CLASPED ON THE BACK OF HIS HEAD WITH HIS FINGERS INTERLOCKED. THE OFFICER PUTS ONE HAND ON THE SUSPECT'S HANDS AND ARCHES THE SUSPECT'S BACK. THE KNEELING POSITION IS ADVISABLE IN A FELONY CASE BECAUSE IT GIVES THE OFFICER THE MOST SECURE CONTROL POSSIBLE. THE SUSPECT CROSSES HIS ANKLES AND SITS BACK WITH HIS HAND CLASPED ON THE BACK OF HIS HEAD AND THE FINGERS INTERLOCKED. THE COMBATIVE METHOD HAS THE SUSPECT IN A PRONE POSITION WITH HIS STOMACH AND FACE DOWN. THE OFFICER GRIPS THE HANDCUFFS BY THE LING WITHT THE MOVABLE PART ON THE BOTTOM AND SWINGS THE SWING ARM AROUND THE HAND. THE OFFICER SHOULD FIRST TAKE THE RIGHT HAND WITH THE BACK OF THE HAND FACING THE SUSPECT'S BODY AND BEND THE FINGERS OUTWARD. THEN, THE OFFICER SHOULD ALWAYS HAVE CONTROL AND MAKE SURE THAT PALMS ARE OUT, CUFFS ARE DOUBLE LOCKED, ARMS ARE SECURED CLOSE TO THE BODY, BELT BUCKLE IS ON THE BACK, AND THE KEYHOLE FACES THE PRISONER'S BODY.
