This document contains two reports: The "Main Results of the U.S. - Mexico Bi-national Cooperation Against Illicit Drugs (1995-2000)" and the "Performance Measures of Effectiveness Report."
Abstract
The review of the main results of the U.S.-Mexico cooperation in countering illicit drugs in the two countries focuses on achievements in the areas of institutional development, the eradication of illicit crops, combating criminal organizations, the extradition of fugitives involved in drug trafficking, mutual legal assistance, illicit trafficking of firearms, and the control of chemical elements and essential chemical substances used in illicit drugs. Other areas in which bi-national cooperation has been beneficial are in combating money laundering, sharing confiscated assets, interdiction of illicit drugs, and training in drug law enforcement. The report concludes that over the past 5 years, both countries have built a solid institutional structure for cooperation in countering illicit drugs. For the first time, both countries have begun implementing a broad, comprehensive, and structured collaboration plan that focuses on joint, long-term efforts. The creation of a high-level bilateral consultation mechanism specialized in drug control has facilitated the decisionmaking and agreement process between the two governments. "The Performance Measures of Effectiveness Report" describes achievements by the United States and Mexico in the 18 months (February 1998 - August 1999) in which the U.S.-Mexico Bi-national Drug Control Strategy was in effect. It reviews the status of the 16 "Action Items" that contribute to the achievement of the strategy goals detailed in the initial publication of Performance Measure of Effectiveness.
