STANDARDS CONCERNING PAROLING AUTHORITY AND FIELD SERVICES TO ADULT PAROLEES ARE SET FORTH BY THE UTAH COUNCIL ON CRIMINAL JUSTICE ADMINISTRATION.
Abstract
AN INTRODUCTORY SECTION DISCUSSES THE FUNCTIONS OF PAROLE AND THE DEVELOPMENT OF UTAH'S STANDARDS. STANDARDS ARE STATED RELATIVE TO ORGANIZATION OF PAROLING AUTHORITY, PAROLE AUTHORITY PERSONNEL, THE PAROLE GRANT HEARING, REVOCATION HEARINGS, ORGANIZATION OF FIELD SERVICES, COMMUNITY SERVICES FOR PAROLEES, MEASURES OF CONTROL, AND MANPOWER FOR PAROLE. THE STANDARDS ARE ACCOMPANIED BY COMMENTS OR THE STATUS OF THE PAROLE SYSTEM AND BY BRIEF DESCRIPTIONS OF THE METHODS TO BE USED IN IMPLEMENTING THE STANDARDS. THE INTENT OF THE STANDARD ON ORGANIZATION OF PAROLING AUTHORITY IS TO REMOVE STATE PAROLING AUTHORITIES FROM CORRECTIONAL SYSTEM CONTROL AND FROM POLITICAL INFLUENCE. THE STANDARD ON PAROLE AUTHORITY PERSONNEL RECOMMENDS THAT PAROLE BOARD MEMBERS BE APPOINTED TO A 6-YEAR TERM BY THE BOARD OF CORRECTIONS, WITH COMPENSATION SET BY THE BOARD. IT IS RECOMMENDED THAT THE BOARD OF PARDONS DEVELOP POLICIES FOR PAROLE GRANT HEARINGS ALLOWING FOR THE PERSONAL APPEARANCE OF INMATES AT THE HEARINGS. OTHER RECOMMENDATIONS INCLUDE THE CONSOLIDATION OF INSTITUTIONAL AND PAROLE SERVICES, REASSESSMENT OF THE PAROLE OFFICER'S ROLE AS A BROKER OF SERVICE, PROBLEM-BASED CLASSIFICATION OF CASELOADS, AND DEVELOPMENT OF A COMPREHENSIVE MANPOWER AND TRAINING PROGRAM FOR PAROLE OFFICERS.
