AFTER A TWO-YEAR REDUCTION IN CRIME RATES IN UTAH COUNTY, UTAH, SERIOUS CRIME HAS INCREASED DRAMATICALLY, ESPECIALLY SERIOUS CRIME COMMITTED BY PERSONS OVER EIGHTEEN YEARS OLD.
Abstract
THE AUTHOR RECOGNIZES THAT PART OF THIS INCREASE MAY HAVE COME FROM INCREASED EFFICIENCY OF REPORTING CRIMES AND MORE JURISDICTIONS SENDING IN REPORTS. HE ALSO DISCUSSES THE POSSIBILITY OF AN ECONOMIC EXPLANATION FOR THIS INCREASE. NOT TO BE SIDETRACKED, HOWEVER, THE INCREASE IS ATTRIBUTED TO A BREAKDOWN IN MORAL AND SPIRITUAL STRENGTH AND A LOSS OF THOSE VALUES THAT MOTIVATE ADHERENCE TO HIGH IDEALS. HE CONCLUDES BY CALLING FOR A NEW APPROACH TO CRIME PREVENTION.
