STANDARDS ARE SET FORTH TO GUIDE THE DEVELOPMENT OF COMMUNITY-BASED ALTERNATIVES TO CONFINEMENT.
Abstract
THE STANDARDS CONCERN COMMUNITY-BASED AND COMMUNITY-ORIENTED CORRECTIONAL PROGRAMS IN UTAH. COMMUNITY-BASED PROGRAMS INCLUDE ACTIVITIES CONDUCTED IN THE COMMUNITY AS AN ALTERNATIVE TO INSTITUTIONAL CONFINEMENT. SUCH ACTIVITIES ARE DESIGNED TO HELP THE OFFENDER BECOME A LAW-ABIDING CITIZEN. COMMUNITY-ORIENTED PROGRAMS PROVIDE SERVICES TO INCARCERATED OFFENDERS BY RELEASING THEM TO COMMUNITY AGENCIES FOR SERVICES OR BY PROVIDING COMMUNITY SERVICES WITHIN THE INSTITUTION. THE STANDARD CONCERNING THE DEVELOPMENT OF A PLAN FOR COMMUNITY-BASED ALTERNATIVES TO CONFINEMENT OFFERS GUIDELINES FOR ANALYZING EXISTING PROGRAMS IN ORDER TO DETERMINE NEEDS, RESOURCES, AND GAPS IN THE STATE'S CORRECTIONAL SYSTEM. THE ANALYSIS IS TO RESULT IN A STATE PLAN FOR IMPLEMENTING A RANGE OF ALTERNATIVES TO INSTITUTIONALIZATION. THE STANDARD COVERS THE FOLLOWING CONSIDERATIONS: DIVERSION; NONRESIDENTIAL SUPERVISION; RESIDENTIAL ALTERNATIVES (SHELTER CARE, FOSTER CARE, GROUP HOMES, HALFWAY HOUSES); BRIDGES BETWEEN INMATES AND THE COMMUNITY; PRE-RELEASE PROGRAMS; AND COMMUNITY FACILITIES FOR RELEASED OFFENDERS IN THE REENTRY PHASE. THE SECOND STANDARD CONCERNS THE MARSHALLING AND COORDINATION OF COMMUNITY RESOURCES THROUGH ESTABLISHMENT OF WORKING RELATIONSHIPS BETWEEN THE CORRECTIONAL SYSTEM AND EMPLOYMENT RESOURCES, EDUCATIONAL RESOURCES, SOCIAL WELFARE SERVICES, THE LAW ENFORCEMENT SYSTEM, AND OTHER RELEVANT COMMUNITY ORGANIZATIONS AND GROUPS. THE TWO STANDARDS ADDRESS THE NEEDS OF BOTH ADULT AND JUVENILE OFFENDERS.
