NINE STANDARDS RELATIVE TO THE SOLUTION OF PROBLEMS FACED BY LOCAL CORRECTIONAL FACILITIES IN UTAH ARE PRESENTED.
Abstract
THE STANDARDS ADDRESS SUCH PROBLEMS AS INADEQUATE PHYSICAL FACILITIES AND STAFFING, POOR ADMINISTRATION, UNDERUTILIZATION OF ALTERNATIVE PROGRAMS AND DISPOSITIONS, AND LACK OF COOPERATION BETWEEN STATE AND LOCAL CORRECTIONAL AGENCIES. THE FOLLOWING ASPECTS OF JAIL AND LOCKUP OPERATION ARE COVERED: TOTAL SYSTEM PLANNING; STATE SYSTEM OF LOCAL CORRECTIONAL INSTITUTIONS; STATE INSPECTION OF LOCAL FACILITIES; ADULT INTAKE AND ADMISSION PROCESS; STAFFING PATTERNS; INTERNAL POLICIES; LOCAL CORRECTIONAL FACILITY PROGRAMMING; JAIL RELEASE PROGRAMS; AND LOCAL FACILITY EVALUATION AND PLANNING. ACCOMPANYING THE STANDARDS ARE REVIEWS OF THE STATUS OF UTAH'S JAILS, BASED IN PART ON SURVEY RESPONSES FROM 29 CITIES AND COUNTIES. THE STANDARDS AND STATUS COMMENTS ALSO DRAW ON INFORMATION FROM THE 1970 NATIONAL JAIL CENSUS AND FROM A 1970 STUDY OF UTAH'S JAILS. TO IMPLEMENT THE STANDARDS, IT IS RECOMMENDED THAT THE STATE LEGISLATURE CREATE A JAIL STANDARDS AND INSPECTION SERVICE WITHIN THE DIVISION OF CORRECTIONS. IT IS FURTHER PROPOSED THAT THE LEGISLATURE SET ASIDE FUNDS FOR JAIL IMPROVEMENT TO BE DISBURSED BY THE DIVISION OF CORRECTIONS. ALTHOUGH USE OF THE JAIL INSPECTION SERVICE WOULD BE AT THE DISCRETION OF INDIVIDUAL JAIL ADMINISTRATORS, CERTIFICATION AND FUNDING WOULD BE CONTINGENT ON COMPLIANCE WITH THE STANDARDS ESTABLISHED BY THE SERVICE.
