A PLAN FOR THE ACTIVITIES OF THE JUDICIAL COUNCIL, THE STATE COURT ADMINISTRATOR'S OFFICE, AND EACH SEGMENT OF THE TRIAL JUDICIARY IS OUTLINED IN THIS PROGRESS REPORT OF GOALS.
Abstract
THE 1975 THROUGH 1977 GOALS ARE SUPPLEMENTED BY THIS 1976 REPORT, GOALS THAT HAVE BEEN ACCOMPLISHED HAVE BEEN DELETED; OTHERS HAVE BEEN COMBINED SINCE THE JANUARY 1976 REPORT. AREAS CONSIDERED INCLUDE COURT ORGANIZATION AND STRUCTURE, THE OFFICE OF JUDGE, RULEMAKING AND POLICYMAKING, COURT FACTILITIES, COURT SUPPORT PERSONNEL, FINANCING AND BUDGETING, INFORMATION SYSTEMS, AND THE RELATION OF THE JUDICIAL BRANCH TO OTHER AGENCIES AND TO THE PUBLIC. SPECIFIC GOALS WITHIN EACH CATEGORY ARE DESCRIBED, THE PRESENT SITUATION IS IDENTIFIED, AND THE PROPOSED ACTION TO EFFECT THE GOAL STATED. THE UTAH JUDICIARY SEEKS TO REDUCE THE NUMBER AND REDEFINE THE JURISDICTION OF JUSTICES OF THE PEACE, TO SECURE ENACTMENT OF LEGISLATION PROVIDING FOR PAYMENT OF SALARIES TO ALL JUSTICES OF THE PEACE, AND TO REDRAFT OR RECOMPILE THE JUDICIAL CODE SO THAT ALL LAWS PERTAINING TO THE JUDICIARY CAN BE FOUND IN ONE VOLUME. IT WILL EXAMINE THE NEED FOR ADDITIONAL PROMULGATION AND INTERPRETATION OF THE CODE OF JUDICIAL CONDUCT TO ALL COURTS IN THE STATE. IN ADDITION, JUDICIAL SALARIES WILL BE INCREASED TO RECOMMENDED LEVELS. THE JUDICIAL RETIREMENT SYSTEM WILL BE EVALUATED AND PROPOSED CHANGES MADE THROUGH LEGISLATION. THE JUDICIAL EDUCATION PROGRAM WILL BE CONTINUED ON A VOLUNTARY BASIS THROUGH 1976 AND A COMPLETE ROSTER OF ATTENDANCE MAINTAINED. COURT LIBRARIES WILL BE UPGRADED AS NECESSARY AND MINIMUM STANDARDS FOR THEM DEVELOPED. (LWM)
