STANDARDS CONCERNING THE DIVERSION OF YOUTH FROM SECURE DETENTION AND THE OPERATION AND STAFFING OF DETENTION CENTERS IN UTAH ARE PRESENTED.
Abstract
THE STANDARDS ARE ACCOMPANIED BY DISCUSSIONS OF THE STATUS OF DETENTION POLICIES AND FACILITIES IN UTAH AND BY RECOMMENDATIONS REGARDING METHODS OF IMPLEMENTING THE STANDARDS. THE FIRST STANDARD DEFINES THE ROLE OF POLICE IN INTAKE DETENTION AND OFFERS GUIDELINES FOR SEPARATING POLICE OFFICERS FROM THE DETENTION DECISION IN DEALING WITH JUVENILES. THE SECOND STANDARD CONCERNS THE ESTABLISHMENT WITHIN THE COURT OF ORGANIZED INTAKE SERVICES GEARED TOWARD THE PROVISION OF SCREENING AND REFERRAL SERVICES AND THE DIVERSION OF YOUTH FROM THE JUVENILE JUSTICE SYSTEM. THE STATUS DISCUSSION COVERS THE AUTHORITY AND RESPONSIBILITY OF INTAKE PERSONNEL IN UTAH AND THE TYPES OF INFORMAL SERVICE DISPOSITIONS AVAILABLE. OTHER STANDARDS CONCERN THE RENOVATION OF EXISTING DETENTION FACILITIES TO ACCOMMODATE AN EXPANDED FUNCTION INVOLVING INTAKE SERVICES, THE CONSTRUCTION OF NEW JUVENILE DETENTION FACILITIES, AND PERSONNEL POLICIES AND PROCEDURES FOR JUVENILE DETENTION PROGRAMS. PRINCIPLES TO BE CONSIDERED BY JURISDICTIONS PLANNING RENOVATIONS OR NEW CONSTRUCTION ARE NOTED.
