Abstract
Oriented toward senior managers responsible for security, the book concentrates on daily operations required for running a secure utilities organization. Security management is defined as the art of establishing security programs and then supervising those programs. Part one of the book focuses on such aspects of utility industry security as budgeting, cost-benefit analysis, staffing and administration, the maintenance of statistics, investigations, guard operations, threat analysis, vulnerability-risk analysis, industrial emergency plans, security plans, fire protection, theft of services, liquid natural gas security, and the conduct of security surveys. Part two presents security policies, standards, and procedures that can be used to establish a corporate security policy manual. The development of a corporate security manual is necessary to standardize security and to insure that security is implemented equally at all utility locations. Such a manual also helps establish uniform security practices. Part three is intended to assist management personnel responsible for nuclear security. Fundamentals of nuclear security are discussed, as well as technical details of nuclear regulations. Part four contains appendixes and formats that can be used to develop utility security programs. The glossary in this section is intended to standardize terms used in security management of the utility industry. References and figures.
