Findings and recommendations are summarized from the collection and analysis of data on the number and types of youth placed in Maryland purchase-of-care facilities, as well as the types of programs previously used and presently available, and a uniform system for monitoring care is developed.
Abstract
The relative use of community-based and institutional care is assessed for fiscal 1976-79, using admissions data. A detailed analysis of the kinds of community-based facilities used for the treatment of youth during fiscal 1978-79 is presented, followed by an examination of the characteristics of the youth placed in community residential care during these years. The development of referral and termination forms is described to facilitate greater facility accountability and a more complete documentation and understanding of instances of nonacceptance and premature termination of youth. A revised and updated resource manual is also presented to provide counselors with detailed and uniform information on available placements. A descriptive analysis of community-based resources in Maryland covers group home resources and psychiatric special treatment centers. The level of use of group homes is also examined. A descriptive analysis of responses to the juvenile counselor survey discusses respondent characteristics, the extent of their experience with group homes, respondents' perceptions of group homes, and respondents' perceptions of group home and juvenile services polices and practices. Recommendations focus on Juvenile Services Administration-provider communication, group home program stability, services provided at community-based facilities, intraagency communication, referral and admission to group homes, purchase-of-care case records, and implementation of referral and termination procedures.
