Abstract
'THIS MONOGRAPH DESCRIBES THE TECHNIQUES COMMONLY USED TO ANALYZE OBJECTIVE DATA AND TO IDENTIFY THE SOURCES OF OBJECTIVE INFORMATION. PRIOR TO THE DESCRIPTION OF EACH STATISTICAL TECHNIQUE, A PROBLEM AREA - AS DEFINED BY THE PILOT CITIES STAFF- IS DISCUSSED.' ADDITIONAL TOPICS INCLUDE HYPOTHESIS TESTING, AND THE APPLICATION OF COMPUTERS IN THE SOLUTION OF STATISTICAL TECHNIQUES.
