THE ABILITY OF THE TRACE REPORT AFTER COMPLETION FOR EFFICIENCY (TRACE) STAFF INSPECTION SYSTEM TO MONITOR POLICE OPERATIONS IS DISCUSSED.
Abstract
STEPS IN THE TRACE SYSTEM ARE DIVIDED INTO CATEGORIES TO INSURE CONSISTENCY IN THE EVALAUTION PROCESS: (1) CASE SUMMARY, AND (2) THE TRACE FINDING FORMAT WITH SUBSECTIONS (ORIGINAL REPORT, SUPPLEMENTARY REPORTS, FOLLOWUP REPORTS, SUPERVISORS' REPORT REVIEWS, IDENTIFICATION OR CRIME SCENE INVESTIGATION REPORTS, RECORDS SECTION, JAIL EVALUATIONS, PROPERTY STORAGE, PROCEDURE REVIEWS, PROFESSIONAL INTERVIEWS, AND VICTIM INTERVIEWS). THE SELECTION OF A CRIME OF OFFENSE REPORT TO REVIEW IS THE FIRST STEP IN EVALUATION. PROCEDURES FOR EVALUATING THE RECORDS SECTION OF THE TRACE SYSTEM CONSTITUTE THE MAIN PORTION OF THE REPORT. POLICE DEPARTMENTS, REGARDLESS OF SIZE, CAN USE TOTAL AND PARTIAL TRACE SYSTEM PROGRAMS TO REVIEW THEIR OPERATIONS AND FIND AREAS OF EFFICIENCY OR DEFICIENCY AND TO TAKE CORRECTIVE ACTIONS ON DEFICIENCIES.
