REPORT ON A PROJECT DIRECTED TOWARD ESTABLISHING REHABILITATED, LONG-TERM, CHRONICALLY UNEMPLOYED EX-OFFENDERS WITH BEHAVIORAL AND PHYSICAL PROBLEMS IN COMMUNITIES, UPON THEIR RELEASE FROM PRISON.
Abstract
THE PROJECT, WHICH INVOLVED A SAMPLE OF 84 PAROLEES, WAS UNDERTAKEN BY EX-OFFENDERS WHO WERE ABLE TO OFFER THEIR CLIENTS BOTH PRACTICAL ASSISTANCE AND EMPATHETIC EMOTIONAL SUPPORT. THE PROJECT STAFF OPERATED A RESIDENTIAL CENTER IN SAN DIEGO WHERE CLIENTS WERE OFFERED REHABILITATION SERVICES FOR A 3-MONTH PERIOD. THE PROJECT WAS DESIGNED TO COORDINATE THE SERVICES OF A VARIETY OF PUBLIC AND PRIVATE AGENCIES IN A COLLABORATIVE EFFORT WHICH PROVIDED ROOM AND BOARD, EMPLOYMENT TRAINING, PLACEMENT, VOCATIONAL COUNSELING, TOOLS, TRANSPORTATION, MEDICAL EVALUATION, AND CRISIS SERVICES TO PAROLEES. A CONTROL GROUP WAS ALSO STUDIED FOR ITS COMPARATIVE VALUE IN ASSESSING THE RESULTS OF THE PROJECT. ALTHOUGH RECIDIVISM DID NOT VARY SIGNIFICANTLY BETWEEN THE TWO GROUPS, A WIDE RANGE OF ESSENTIAL SERVICES WERE PROVIDED THROUGH A COMMUNITY COLLABORATIVE EFFORT AT A PER CAPITA COST OF $16.33 PER DAY, A RATE BELOW THAT OF THE LOCAL WORK FURLOUGH PROGRAM.
