THIS CRITIQUE OF THE REPORT ON VAGRANCY ISSUED BY THE BRITISH HOME OFFICE WORKING PARTY OFFERS AN ANALYSIS OF THE HOME OFFICE'S CONCLUSIONS ON THE BRITISH VAGRANCY ACTS AND PROVIDES RECOMMENDATIONS FOR REFORM.
Abstract
AMONG THE PROVISIONS OF THE VAGRANCY ACTS CONSIDERED IN THIS REPORT ARE THOSE RELATING TO 'SLEEPING ROUGH', BEGGING, FORTUNE-TELLING, PEDDLING, OBSCENE DISPLAYS IN PUBLIC PLACES, INDECENT EXPOSURE, BEING FOUND IN ENCLOSED PREMISES, 'SUSPECTED PERSONS', STREET OFFENSES SUCH AS SOLICITATION, AND IMPORTUNING. RECOMMENDATIONS ARE INCLUDED FOR THE ABOLISHMENT OF CERTAIN PROVISIONS OF THE VAGRANCY ACT, THE INCLUSION OF SOME NEW OFFENSES, AND PENALTIES FOR VARIOUS VAGRANCY OFFENSES.
