THIS VEHICLE SECURITY CHECKLIST, DESIGNED TO PROTECT EXECUTIVES AND OTHER POTENTIAL VICTIMS, DETAILS SECURITY AND INSPECTION PROCEDURES FOR VEHICLES SUSPECTED TO CONTAIN HIDDEN BOMBS AND OTHER EXPLOSIVES.
Abstract
A SEARCH OF A VEHICLE SHOULD BE MADE EACH TIME THERE IS A MOVEMENT OF THE PRINCIPAL TARGET UNLESS THE VEHICLE HAS BEEN UNDER CONSTANT SURVEILLANCE. AN EXTERNAL SEARCH SHOULD FIRST BE CONDUCTED, WITH ATTENTION TO ANY OBVIOUS DEVICES OR PACKAGES, MARKS ON THE GROUND OR THE VEHICLE, SIGNS OF FORCED ENTRY, AND BITS OF TAPE, WIRE, STRING, AND THE LIKE. IF THE VEHICLE IS LOCKED, THE MOST LIKELY PLACE TO SPOT A BOMB IS UNDER THE CAR. THE AREA UNDER THE VEHICLE SHOULD BE SEARCHED FOR ANY DISTURBANCE OF BOTTOM DIRT, LOOSE WIRES, CHUNKS OF DIRT ON THE GROUND, SIGNS OF TAMPERING AROUND THE EXHAUST SYSTEM AND FUEL TANK, FINGERPRINTS ON THE TRUNK, OR DEVICES CONNECTED TO THE WHEELS. THE AREAS UNDER THE BUMPERS, WHEEL WELLS, AND RADIATOR, AND AROUND THE DRIVE TRAIN SHOULD ALSO BE INSPECTED. IN ORDER FOR A THOROUGH INTERNAL SEARCH TO BE CONDUCTED, ACCESS TO THE INTERIOR OF THE AUTO SHOULD BE GAINED BY MEANS OF SIMPLE TECHNIQUES FOR REMOTELY OPENING THE HOOD, TRUNK, AND DOORS. THE REMOTE DEVICES CAN BE CONSTRUCTED FROM STRING, TAPE, AND OTHER SIMILARLY AVAILABLE HARDWARE. AFTER THE HOOD HAS BEEN OPEN THE ENGINE COMPARTMENT SHOULD BE CHECKED FOR PACKAGES OR CONTAINERS THAT COULD CONTAIN EXPLOSIVES, ACTUATING DEVICES, AND SIGNS OF TAMPERING AROUND THE AIR CLEANER AND EQUIPMENT MOUNTED ON THE FIREWALL. ALL POWER OPERATED EQUIPMENT SHOULD BE CHECKED FOR EVIDENCE OF ELECTRONICALLY TRIGGERED BOMBS. USING SIMILAR REMOTE DEVICES, THE BATTERY SHOULD BE DISCONNECTED AND ALL THE HUBCAPS SHOULD BE REMOVED TO ALLOW CHECKS OF THE LUG-NUTS AND THE AREAS SURROUNDING THE BREAK HOUSINGS. ONCE THE DOORS HAVE BEEN OPENED REMOTELY, THE INTERIOR SHOULD BE CHECKED IN A LOGICAL SEQUENCE, GENERALLY STARTING WITH THE FLOOR. THE DOOR PANELS SHOULD BE CHECKED FOR SIGNS OF TAMPERING AND THE AREAS UNDER THE SEATS SHOULD BE INSPECTED. UNLESS PROPERLY IDENTIFIED, ANY PARCEL FOUND IN THE VEHICLE SHOULD BE TREATED AS AN EXPLOSIVE. THE ASH TRAYS, RADIO SPEAKERS, VANITY LIGHTS, DOME LIGHT, AND CIGARETTE LIGHTERS SHOULD BE INSPECTED. AFTER THE TRUNK HAS BEEN OPENED REMOTELY, THE AREA SHOULD BE EXAMINED FOR WIRES THAT MAY BE ATTACHED TO THE VEHICLE'S BREAK AND TURN SIGNAL LIGHTS. THE SPARE TIRE, TOOL COMPARTMENT, AND AREA BEHIND THE REAR SEAT SHOULD ALSO BE INSPECTED. DIAGRAMS ARE PROVIDED. (KBL)
