RECOMMENDS MORE SENTENCING ALTERNATIVES, UNIFICATION OF CRIMINAL JUSTICE AGENCIES, A REINTEGRATIVE PROGRAM, AND DEVELOPMENT OF A COST-EFFECTIVENESS APPROACH IN CORRECTIONS.
Abstract
THE PRINCIPAL STRATEGY THEME IS TO INCREASE THE EFFECTIVENESS OF THE REINTEGRATION OF THE OFFENDER INTO THE COMMUNITY AND THUS PREVENT CRIME BY REDUCING RECIDIVISM. THE ADMINISTRATION OF THE PROGRAM WILL BE THE RESPONSIBILITY OF THE CORRECTIONS DIVISION OF THE SHERIFF'S DEPARTMENT. THE DIVISION WILL BE RESTRUCTURED INTO TWO MAJOR DEPARTMENTS - SENTENCED AND UNSENTENCED. THESE DEPARTMENTS WILL BE FURTHER SUBDIVIDED INTO THE AREAS OF PRE-TRIAL, PRE-SENTENCED, SENTENCED-INCARCERATED AND SENTENCED COMMUNITY-BASED. THE SYSTEM WILL PROVIDE FOR FLEXIBILITY OF PROGRAM WITHIN FACILITIES AND PERMIT ADAPTATION TO FUTURE CONTRACTUAL AGREEMENTS BETWEEN LOCAL, FEDERAL, AND STATE GOVERNMENTS.
