REPORT ON THE FIRST 18 MONTHS OF OPERATION OF NEW YORK CITY'S PRETRIAL SERVICES AGENCY (PTSA), A CITYWIDE EFFORT TO DECREASE PRETRIAL DETENTION TIME AND NON-APPEARANCE RATES FOR DEFENDANTS QUALIFIED FOR PRETRIAL RELEASE.
Abstract
THIS REPORT DISCUSSES PROJECT ACCOMPLISHMENTS AFTER 18 MONTHS OF OPERATIONS IN BROOKLYN, 12 MONTHS IN THE BRONX, AND SIX MONTHS IN STATEN ISLAND. DURING THIS TIME 75,732 DEFENDANTS WERE INTERVIEWED BY PTSA AND CLASSIFIED ACCORDING TO DEGREE OF RISK INVOLVED IN RECOMMENDATION FOR RELEASE. THIS WAS IN TURN DETERMINED BY ABILITY TO VERIFY RESPONSES ON A QUESTIONNAIRE ESTABLISHING A DEFENDANT'S COMMUNITY TIES. TABLES PRESENT DATA ON WORKLOAD, RECOMMENDATIONS BY CHARGE AND BY BOROUGH, AND COST EFFECTIVENESS OF OPERATIONS. THE PROJECT WAS SCHEDULED FOR EXPANSION INTO MANHATTAN IN MARCH 1976.
