MARCH 1976 PROCUREMENT SPECIFICATIONS REVIEW FOR MOBILE AND PORTABLE RADIO EQUIPMENT FOR THIS STATE WITH A TOTAL STRENGTH OF 735 OFFICERS, COVERING AN AREA OF 9,609 SQUARE MILES AND A POPULATION OF 444,732 (1970 CENSUS).
Abstract
THE EQUIPMENT WAS TO BE USED TO EXPAND A RECENTLY INSTALLED ULTRA-HIGH FREQUENCY RADIO COMMUNICATIONS NETWORK SPANNING 51 TOWN AND COUNTY POLICE DEPARTMENTS. THIS REVIEW AS TO ENSURE THAT THE SPECIFICATIONS WOULD ENCOURAGE BIDDING BY SEVERAL MANUFACTURERS AND RESULT IN OFFERS OF HIGH QUALITY AND COMPATIBLE EQUIPMENT OVER A LONG PERIOD AT THE CONTRACT PRICE AGREED TO WITH THIS PROCUREMENT. DISCUSSED ARE THE DESIRABILITY OF THE FOLLOWING FEATURES: 100-WATT POWER OUTPUT, FOUR CHANNELS, PUSH-BUTTON TRANSMITTER FREQUENCY SELECTION, AND MANUFACTURER WARRANTY AND SERVICE. IT IS CONCLUDED THAT THE STATE COULD ENJOY A FINANCIAL ADVANTAGE AND INDEPENDENCE FROM EQUIPMENT SUPPLIERS BY PROVIDING MAINTENANCE TO ITS RADIO EQUIPMENT THROUGH EXPANSION OF EXISTING STATE POLICE FACILITIES OR BY OBTAINING A CONTRACT FROM AN INDEPENDENT MAINTENANCE SERVICE ORGANIZATION. IT WAS ALSO FOUND THAT THE ESTABLISHMENT OF AREA FREQUENCIES AND THE USE OF SATELLITE RECEIVERS AND ADDITIONAL STATIONS MAY HAVE ADVANTAGES OVER PROVIDING 100-WATT MOBILE UNITS THROUGHOUT THE ENTIRE NETWORK. RECOMMENDATIONS ARE INCLUDED. THE FREQUENCY LISTINGS FOR THE STATE OF VERMONT APPEAR IN THE APPENDIX.
