ASSESSMENT OF NEEDS INVOLVED IN PROVIDING A COORDINATED, IN-HOUSE TRAINING PROGRAM PLANNED TO HAVE A LONG RANGE EFFECT ON THE ABILITY OF PUBLIC DEFENDERS TO PROVIDE EFFICIENT AND COMPETENT REPRESENTATION TO CLIENTS.
Abstract
THE STUDY WAS UNDERTAKEN IN RESPONSE TO A REQUEST FROM THE DEFENDER GENERAL OF VERMONT FOR TECHNICAL ASSISTANCE IN DEVELOPING A PERMANENT IN-SERVICE TRAINING PROGRAM FOR HIS PUBLIC DEFENDER STAFF. STAFF INTERVIEWS EMPHASIZED THE NEEDS FOR TRAINING IN INVESTIGATION, RESOURCE LOCATION, FORENSIC SCIENCE, THE ATTORNEY-CLIENT RELATIONSHIP, JURY SELECTION, TRIAL ADVOCACY, REPRESENTATION AT PLEA BARGAINING AND SENTENCING PROCEEDINGS, AND ADMINISTRATION OF SMALL LAW OFFICES. SPECIFIC OBJECTIVES OF SUCH A TRAINING PROGRAM ARE REVIEWED AND METHODS AND PROCEDURES FOR ACHIEVING THE OUTLINED GOALS ARE DISCUSSED AS WELL AS PROVISIONS FOR EVALUATING THE PROGRAM. A PROPOSED BUDGET IS ALSO INCLUDED. PROGRAM OUTLINES, CASE STATISTICS, VIDEO EQUIPMENT NEEDS, A LIST OF PERSONS INTERVIEWED DURING THE STUDY, AND TECHNICAL ASSISTANCE CORRESPONDENCE ARE CONTAINED IN THE APPENDIXES.
