Annotation

A work camp has been developed in Vermont to divert the prison-bound population and to give offenders an opportunity to return value to the community in a structured setting.

Abstract

The work camp targets offenders who commit relatively minor crimes and who are sentenced to short sentences or probation and continue to commit criminal acts. The work camp is based on four levels: (1) work under careful supervision; (2) work under less supervision; (3) community service work of moderate skill; and (4) community service projects. As of January 1996, work camp participants expended more than 200,000 hours of work, of which nearly 100,000 hours involved community service. Political, organizational, and program design factors associated with the establishment of the work camp are detailed. 6 notes
