THE GUIDELINES AND ADVICE CONTAINED IN THIS VOLUME ARE INTENDED TO FAMILIARIZE THE PHILADELPHIA LAW ENFORCEMENT OFFICER WITH THE LAWS, DIRECTIVES, AND POLICIES AS THEY EXIST IN HIS JURISDICTION. POLICE OFFICERS ARE ADVISED ON INVESTIGATIVE TECHNIQUES, IDENTIFICATION OF DRUGS AND THEIR EFFECTS, DEALING WITH PROSTITUTION AND HOMOSEXUALITY, AND RECOGNIZING AND CONFISCATING OBSCENE MATERIALS.
