This is the FY 2016 report on activities under the Victims of Crime Act (VOCA) Victim Assistance Formula Grant Program, which provides funding to support victim assistance programs within the United States and the District of Columbia, as well as the territories of American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands.
Abstract
Under the Victim Assistance Formula Grant Program, state administering agencies subgrant funds to local public and community-based agencies, which provide services directly to crime victims. Funds may also be used to develop programs that address emerging needs, gaps in services, or training for victim service advocates. In fiscal year (FY) 2016, just over $2 billion was allocated for the VOCA Victim Assistance Formula Grant Program. Fifty-six grantees funded 8,572 subawards to 6,327 unique organizations, which provided assistance to 5,245,303 crime victims in FY 2016. Some agencies receiving funding recorded demographic information reported by crime victims served. This report summarizes the information available on the ages, gender identities, race/ethnicity, and other self-identifying information from crime victims receiving assistance. Data are also reported on the number of types of crimes experienced by victims receiving services. Offense groupings presented in the order of their prevalence are domestic and/or family violence, adult abuse/assault, adult sexual assault/stalking, child sexual abuse/assaults, child abuse/assault, property/financial crimes, vehicular crimes, human trafficking, kidnapping, mass violence, hate crimes, and "other." Services provided to crime victims are reported in five main categories and multiple subcategories. The five main categories are information and referrals, criminal/civil justice system support, emotional support/safety services, personal advocacy/accompaniment, and shelter/housing services. 8 figures and 1 table
