A SUBCULTURE EXISTS IN WHICH VIOLENCE, ROUGH LANGUAGE, ETC., ARE THE NORMAL THING, AND IT IS MADE UP OF PEOPLE WHO GREW UP IN SUCH AN ATMOSPHERE AND WHO HABITUALLY GIVE PHYSICAL EXPRESSION TO THEIR AGGRESSIVENESS.
Abstract
A THEORY, BASED ON OUTDATED STATISTICS, ALLEGES THAT IN COUNTRIES WHERE THE NUMBER OF ATTEMPTED MURDERS IS HIGH THE NUMBER OF FEMALE VICTIMS IS RELATIVELY LOW, WHILE IN COUNTRIES WHERE THE REVERSE IS TRUE THE NUMBER OF FEMALE VICTIMS IS RELATIVELY HIGH. THIS THEORY NEEDS TO BE TESTED FURTHER. THE VICTIMS OF ATTEMPTED MURDERS ARE FROM FIVE TO TEN YEARS YOUNGER THAN THE OFFENDERS, ON THE AVERAGE. IN CASES WHERE THE VICTIM PROVOKES THE OFFENSE, THE VICTIM IS MORE LIKELY TO HAVE A CRIMINAL RECORD THAN THE OFFENDER. THERE ARE PEOPLE WHO, BY THEIR AGGRESSIVE BEHAVIOR, PROVOKE AGGRESSIVE BEHAVIOR IN OTHERS AND THUS BECOME VICTIMS OF VIOLENT OFFENSES. PREVENTION OF VIOLENT CRIME CAN BEST BE ACCOMPLISHED BY IMPROVING CONDITIONS IN THE AREAS WHERE THE MEMBERS OF THE VIOLENT SUBCULTURE LIVE AND WORKING TO HELP THE YOUNG PEOPLE THERE FIND MEANINGFUL, PRODUCTIVE OCCUPATIONS. --IN DUTCH
