Abstract
It states the objectives and outlines the organization of the force, and reviews all its operational aspects. The departments covered include research and development, operations, criminal investigation, traffic, personnel, services, and administration. Continued development of community policing strategies is cited as a noteworthy accomplishment of the year. Also noted is a study of basic inadequacy of police powers stymieing enforcement efforts against career criminals that reported a need for empowering legislation.
