This training pamphlet discusses police procedures for determining whether an electronic video display device violates gambling laws.
Abstract
Electronic video display devices are based on computer technology which provides versatility in game configuration, design, and machine operations. Some of these features are present only in a gambling device and can be used by police in determining the true purpose of a video device. One group of observable features provides probable cause for the investigation of hidden features of the device. Observable features are listed as a casino-type game, a fixed payoff, a multiple coin feature, a fixed time of play, a button console, and multiple play options. Hidden features of a device are installed in the programming and manufacturing process. The pamphlet describes these hidden features. Some common misunderstandings about electronic gambling devices are also reviewed, since these misunderstandings foster a reluctance to investigate and prosecute these kinds of cases. Disguises and ploys to avoid the detection of a video gambling device are described as are the marketing and organization of video game device enterprises.
