The relevant literature was reviewed, significant trends and events were examined, alternative future scenarios were constructed to propose policies, and strategic and transition management plans designed to address the question of what leadership behaviors will be the most effective for California law enforcement by the year 2000.
Abstract
Several future effective leadership behaviors were identified: creating an atmosphere which fosters a following, articulating the organizational value and mission statements, sharing the leader's vision, cultivating a positive organizational image, and empowering others to do their jobs. Law enforcement leaders will become more effective as a result of the increased efficiency of their empowered police personnel. To establish a positive organizational image, it is the responsibility of law enforcement leaders to convey a positive internal image, to develop a successful community relations program, and to maintain a good relationship with the media. Law enforcement leaders can communicate the organizational image by means of frequent reinforcement at staff meetings, training sessions, team-building workshops, roll calls, and state-of-the-department addresses. 22 footnotes and 8 appendixes
