To combat violence in New Zealand, 'get tough' strategies should be balanced by strengthening the family and attacking causes of crime such as poverty, discrimination, and unemployment.
Abstract
A nationwide poll conducted in 1975 shows that crime and violence is rated by 76.2 percent of the surveyed as their greatest concern. The proportion of Maoris and Polynesians who commit acts of violence is greater than that of the general population, which is due to the cultural clash these people experience upon immigrating to New Zealand. Along with the problem of urbanization, they also come into a lifestyle with easy access to alcohol. Under the influence of alcohol they often commit serious crimes of violence. Statistics (e.g., a 1972 report) also show that young minority males are more likely to offend than older age groups. Violence, perpetrated in gangs is often a product of their search for friendship, excitement and status. The number of females convicted for violent offenses has also increased. Just as women are attaining opportunities in legitimate fields, they are also committing crimes traditionally associated with males. One of the causes of the increase in violence is the permissive atmosphere fostered by portrayal of violent acts on television, tolerance of drug use and traffic violators, and attacks on the police by vocal minority groups. Other causes of violence include ignorance, discrimination, poverty, unsatisfactory housing, and unemployment. These conditions often cause domestic violence, which, in turn, promotes a pattern of violent behavior in youths. These conditions have to be addressed, and family life has to be strengthened.
