This study assessed the nature and extent of violence and vandalism in Hawaii's public secondary schools and found these problems to be so widespread that current policies and programs are failing to cope adequately with the situation.
Abstract
Data were gathered by a statewide survey of principals, teachers, counselors, and security aides, as well as through interviews and a literature review. Respondents identified frustration and boredom as the leading causes, coupled with the physical condition of badly maintained facilities. Among the simplest deterrents cited by respondents were the visible presence of the principal and students' knowledge of the school rules. Recommendations for recreating a safe learning environment in the State's public schools are outlined. Tabular data are given. The study instrument is appended.
