BY 1980, THE NUMBER OF YOUTHS WILL DOUBLE AT EVERY POINT IN THE JUVENILE JUSTICE SYSTEM IN VIRGINIA, NECESSITATING A SURVEY FOR MANAGEMENT AND OF TREATMENT METHODS.
Abstract
THE PRESENT SYSTEM, INVOLVING ORGANIZATION, COSTS, PROCEDURES, AND PERSONNEL, AND THE WAY IN WHICH JUVENILES ARE PROCESSED THROUGH THAT SYSTEM ARE EVALUATED AND ANALYZED. RECOMMENDATIONS ARE SET FORTH TO RESOLVE BOTH CURRENT AND ANTICIPATED PROBLEMS. EMPHASIS OF THE RECOMMENDATIONS INVOLVES THE SEPARATION OF DELINQUENT YOUTHS FROM OTHER YOUTHS AND REMODELING OF THE JUVENILE JUSTICE SYSTEM SO AS TO PROVIDE EFFECTIVE TREATMENT TO DELINQUENT YOUTHS WHILE DIVERTING THE LESS SERIOUS PROBLEMS FROM THE SYSTEM TO AN ARRAY OF COMMUNITY AGENCIES. THE APPENDICES INCLUDE THE METHODOLOGY OF THE PLAN AND TOOLS USED, THE PREDICTION MODEL AND THE COST-BENEFIT MODEL IN GREATER DETAIL. BIBLIOGRAPHY
