This annual report of the Virginia Department of Correctional Education (DCE) highlights the department's activities for fiscal year 1989-1990.
Abstract
The report consists of a mission statement, superintendent's message, philosophy statement, and goals statement. The DCE's primary objective is to provide a comprehensive education program for all eligible juvenile and adult offenders that includes academic, prevocational, vocational, social skills, and post-secondary programs. The DCE programs described here include school improvement activities, academic programming, adult basic education, general education development, a literacy incentive program, apprenticeship training programs, and modular building programs. Special programs operated by the department include special education, Chapter I programs, transition services, library services, and community volunteer programs. During the reporting period, DCE served about 4,500 adult and youth students per day and issued 3,873 certificates of completion. The Literacy Incentive Program was extended into six additional institutions in Virginia; a Life Skills component was added to the curriculum during the 1989-1990 year. The DCE implemented labor market-relevant vocational programs for some female offenders and upgraded vocational equipment. 11 appendixes
