THIS ANNUAL REPORT SUMMARIZES SERVICES OFFERED BY THE VIRGINIA DEPARTMENT OF CORRECTIONS AND PROGRESS MADE IN 1978, AS WELL AS HIGHLIGHTING SOME OF THE YEAR'S MAJOR EVENTS AND ACHIEVEMENTS.
Abstract
THE REPORT COVERS FROM JULY 1, 1977 TO JUNE 30, 1978. IT NOTES THAT DURING THIS TIME A BOND ISSUE FOR CORRECTIONS OF $21.5 MILLION WAS VOTED AND THAT THE FUNDS WILL PERMIT THE DEPARTMENT TO REALIZE SEVERAL CONSTRUCTION NEEDS: THE FIRST OF FIVE PLANNED MEDIUM SECURITY INSTITUTIONS FOR ADULT OFFENDERS; AN INTENSIVE TREATMENT LEARNING CENTER FOR AGGRESSIVE DELINQUENTS; THE COMPLETION OF THE MAXIMUM SECURITY MECKLENBURG CORRECTIONAL CENTER; FACILITIES FOR PRISON INDUSTRIES AT SEVERAL INSTALLATIONS; AND A CENTRAL MEDICAL FACILITY COMPLEX TO SERVE SEVERAL OF THE LARGER INSTITUTIONS. OTHER DEVELOPMENTS INCLUDE THE IMPLEMENTATION OF MAJOR CHANGES IN THE JUVENILE CODE, WITH THE REMOVAL OF NONDELINQUENT YOUNGSTERS FROM STATE-OPERATED INSTITUTIONS. ALSO A LONG-RANGE PLAN WAS DEVELOPED FOR THE FUTURE OF CORRECTIONS IN VIRGINIA, AND A NEW DEPARTMENTAL ORGANIZATION WAS BEGUN. THE BULK OF THE REPORT IS DEVOTED TO SUMMARIES OF SERVICES OFFERED AND PROGRESS MADE BY VARIOUS SECTIONS. THE REPORT IS WELL-ILLUSTRATED AND CONTAINS AN APPENDIX OF STATISTICS. (MJW)
