EVALUATION ACTIVITIES OF THE VIRGINIA DEPARTMENT OF CORRECTIONS FOCUSING ON THE REGIONALIZATION OR POOLING OF JAIL AND RELATED RESOURCES FOR A COOPERATIVE SERVICE DELIVERY IN A LOCAL SETTING ARE DISCUSSED.
Abstract
IN THIS FINAL REPORT, THE PROJECT IS DESCRIBED, DATA ANALYSIS IS DISCUSSED, AND EVALUATIVE CONCLUSIONS AND RECOMMENDATIONS PRESENTED. THE PURPOSE OF THE PROJECT WAS TO TEST A SELECTIVE HOUSING MODEL IN THE CLARKE, WARREN, AND FREDERICK COUNTIES AND CITY OF WINCHESTER JAILS AS ONE ALTERNATIVE TO THE DETENTION PROBLEMS OF PROPER CLASSIFICATION, OVERCROWDING, AND LAWFUL JUVENILE DETENTION. SPECIFIC GOALS WERE TO ALLEVIATE CRITICAL PRISONER HOUSING SHORTAGES IN JAILS; TO ACHIEVE BETTER COMPLIANCE BY PARTICIPATING JAILS; AND TO SEPARATE WOMEN, JUVENILES, AND MEN BY ASSIGNMENT TO THREE SEPARATE JAILS. EVALUATION ACTIVITIES CONSISTED OF ON-SITE MONITORING, DATA COLLECTION, AND DATA ANALYSIS. BASED UPON THE INFORMATION COLLECTED, IT MUST BE CONCLUDED THAT THE PROJECT HAS NOT COMPLETELY ACHIEVED ITS GOALS AND OBJECTIVES DURING THE FIRST YEAR OF PROGRAM OPERATIONS. AVAILABLE JAIL SPACE SHOULD BE MAXIMIZED, THE MONITORING DATA AND FORMAT CONTAINED HEREIN SHOULD BE USED FOR FUTURE COMPARATIVE ANALYSIS AND ADMINISTRATIVE PURPOSES, PROJECT STAFF AND PARTICIPANTS MUST SECURE ADEQUATE TRAINING IN COMPLIANCE WITH JOB DESCRIPTIONS, AND THE DEPARTMENT OF CORRECTIONS OUGHT TO CONTINUE TO EXPLORE THE COST EFFECTIVENESS OF THE REGIONALIZATION CONCEPT.
