STATISTICAL DATA REGARDING FELONS DISCHARGED AND PAROLED FROM THE STATE PENAL SYSTEM FROM JULY 1, 1975 THROUGH JUNE 30, 1976, COMPILED BY THE VIRGINIA DEPARTMENT OF CORRECTIONS ARE PRESENTED.
Abstract
A TOTAL OF 831 FELONS WERE DISCHARGED DURING THE FISCAL YEAR ENDING JUNE 30, 1976. OF THESE 797 OR 91.5 PERCENT WERE FIRST RELEASES AND 74 OR 8.5 PERCENT WERE DISCHARGED AFTER HAVING BEEN RETURNED AS PAROLE VIOLATORS. FIRST RELEASES SERVED AN AVERAGE OF 24 MONTHS, WHILE PAROLE VIOLATORS AVERAGED 50 MONTHS; AVERAGE TIME SERVED FOR ALL DISCHARGES WAS 26 MONTHS. THE LONGEST TIME SERVED WAS 16 YEARS, 8 MONTHS. MORE THAN HALF OF THE DISCHARGED FELONS HAD COMMITTED OFFENSES AGAINST PROPERTY; 22.3 PERCENT COMMITTED OFFENSES AGAINST PERSONS. NINETY-SEVEN PERCENT OF THE FELONS HAD SENTENCES OF LESS THAN TEN YEARS. WITH REGARD TO PAROLEES, A TOTAL OF 1,640 FELONS WERE PAROLED. OF THESE, 1,597 OR 97.4 PERCENT WERE FIRST RELEASES, AND THE REMAINDER WERE PAROLE VIOLATORS. FIRST RELEASES SERVED AN AVERAGE OF 32 MONTHS; VIOLATORS RELEASED SERVED AN AVERAGE OF 25 MONTHS. AMONG THE PAROLEES 97.2 PERCENT SERVED LESS THAN TEN YEARS; THE LONGEST AMOUNT OF TIME SERVED WAS 28 YEARS 1 MONTH. SEVEN HUNDRED AND EIGHT OR 43.2 PERCENT HAD COMMITTED OFFENSES AGAINST PROPERTY, 37.7 PERCENT COMMITTED OFFENSES AGAINST PERSONS; DRUG RELATED OFFENSES HAD BEEN COMMITTED BY 16.7 PERCENT. SEVENTEEN FELONS WERE PAROLED WITH LIFE SENTENCES. A TOTAL OF 2,511 FELONS WERE EITHER DISCHARGED OR PAROLED IN FISCAL 1976; MEDIAN TIME SERVED WAS 24 MONTHS. AMONG THE OTHER OUTGOING FELONS, THERE WERE TWO WHO WERE PARDONED, THREE WERE RELEASED BY THE PAROLE BOARD, ELEVEN WERE RELEASED BY COURT ORDER, AND FOURTEEN FELONS DIED.
