THE 1977 SHERIFFS' MANAGEMENT CONFERENCE, SPONSORED BY THE VIRGINIA DEPARTMENT OF CORRECTIONS WITH LEAA GRANT AWARDED THROUGH THE DIVISION OF JUSTICE AND CRIME PREVENTION, IS EVALUATED.
Abstract
THE EVALUATION CONTAINS THREE COMPONENTS: (1) RESULTS OF INTERVIEWS WITH A SMALL SAMPLE OF SHERIFFS TO OBTAIN INFORMATION ON COURTROOM AND CIVIL PAPER PROCEDURES, NATIONAL JAIL OPERATIONAL STANDARDS, AND NATIONAL MEDICAL STANDARDS; (2) ANALYSIS OF AN OVERALL EVALUATION QUESTIONNAIRE COMPLETED BY MOST CONFERENCE PARTICIPANTS; AND (3) SUBJECTIVE IMPRESSIONS OF THE EVALUATOR. A TOTAL OF 185 SHERIFFS AND STAFF ATTENDED THE 3-DAY CONFERENCE, BUT ONLY 125 QUESTIONNAIRES WERE COMPLETED. FOUR TOPICS IDENTIFIED BY SHERIFFS AS MOST HELPFUL IN SOLVING SPECIFIC PROBLEMS WERE CHANGES IN JUVENILE LAWS, JAIL STANDARDS AND INSPECTIONS, COURTROOM AND CIVIL PAPER PROCEDURES, AND JAIL BUDGETING AND FINANCIAL REPORTING. SHERIFFS EVALUATED CONFERENCE SPEAKER KNOWLEDGE AND RECOMMENDED THESE SUBJECTS FOR INCLUSION IN THE NEXT CONFERENCE'S AGENDA: JAIL STANDARDS AND INSPECTIONS, CHANGES IN JUVENILE LAWS, NEW LEGISLATION, LEGAL RESPONSIBILITIES OF SHERIFFS AND STAFF, COURTROOM AND CIVIL PAPER PROCEDURES, RECORDS AND REPORTS (INMATE TIMEKEEPING), AND COOPERATIVE JAIL OPERATIONS. THEY ALSO IDENTIFIED WAYS OF MAKING THE CONFERENCE FORMAT MORE EFFECTIVE. THE EVALUATION QUESTIONNAIRE IS APPENDED. (DEP)
