Abstract
THE REPORT OPENS WITH AN OVERVIEW OF THE COMMISSION'S MAJOR LEGISLATIVE RECOMMENDATIONS AND IT'S FINDINGS ON PRISON OVERCROWDING, JAIL CONDITIONS, JUVENILE CRIME, PROBATION AND PAROLE PROCEDURES, DRUG ABUSE CONTROL, PARIMUTUEL BETTING AND ORGANIZED CRIME, THE GRAND JURY SYSTEM IN VIRGINIA, AND OTHER CRIMINAL JUSTICE MATTERS. RECOMMENDATIONS RELATED TO SPECIFIC STUDY FINDINGS IN THESE AND OTHER AREAS ARE ALSO PRESENTED.
