This annual report summarizes the accomplishments of the Virginia State Crime Commission during 1990 and indicates the direction of Commission efforts for 1991.
Abstract
The mandate of the Commission is to strengthen the State's criminal justice system through investigation of all areas of public safety. The report describes the efforts of its task forces on: (1) Drug Trafficking, Abuse and Related Crime; (2) Ritual Crime; (3) Pretrial Detention; (4) Laws Governing Local Jails. In addition, the Commission provided a review of criminal justice issues concerning a drug forfeiture constitutional amendment, convenience store workers' safety, hospital protocol for treatment of sexual assault victims, and expanded forensics laboratories and services. A summary of legislative initiatives in 1991 is included in the report. Brief highlights of future Commission projects are also provided. 3 appendices
