THIS DOCUMENT PROVIDES COMPREHENSIVE INFORMATION ON THE RULES, REGULATIONS, PROCEDURES, AND CONDITIONS OF TELEPHONING AND VISITING IN CALIFORNIA CORRECTIONAL FACILITIES, AND PRESENTS RECOMMENDATIONS FOR REFORM.
Abstract
DATA FOR THIS STUDY WAS GATHERED DURING PERSONAL VISITS BY THE AUTHORS TO OVER 60 INSTITUTIONS IN CALIFORNIA IN THE SUMMER OF 1972. ONE OF THE MOST STRIKING FINDINGS OF THIS STUDY WAS THE ENORMOUS DIVERSITY OF PRACTICE IN THE VARIOUS INSTITUTIONS VISITED. BOTH THE AMOUNT OF VISITING AND TELEPHONING ALLOWED AND THE QUALITY OF VISITING AND TELEPHONING ALLOWED WERE FOUND TO DIFFER GREATLY. IT WAS NOTED THAT VISITING IN A COUNTY JAIL, PARTICULARLY THE CENTRAL JAIL, WAS ALMOST ALWAYS MORE LIMITED THAN VISITING IN THE STATE PRISONS. IT WAS ALSO FOUND THAT MOST STATE INSTITUTIONS NOW ALLOW NON-EMERGENCY TELEPHONE CALLS, WHILE MOST COUNTY JAILS DO NOT. THE AUTHORS ADVOCATE A MORE OPEN POLICY ON TELEPHONING AND VISITING, AND LIST SEVERAL CONCRETE RECOMMENDATIONS TO LIBERALIZE THESE POLICIES.
